In 1882 two brothers, John and Frank Hise, founded a little settlement and called it Union Park. During the Indian wars a fort was built for protection, and the village grew despite Apache depredations. For many troublesome years this town served as a sanctuary from attacks and rancher's feuds. The growing town needed a post office, so when John and Frank's father came to visit they persuaded him to write to Illinois Senator Louis Edward Payson to help establish a post office. The town and post office were named after the Senator.
