The stuccoed brick building, erected in 1850, now serves as library and Chamber of Commerce. Bas-relief symbolizes the spirit of the State during Reconstruction; an uprooted palmetto tree held in the talons of the United States eagle, perched upon its roots is a gamecock, wings extended as if defiantly crowing, and in the gold dollar that is his right eye, "a wicked, baleful glare." Atop the tree an unobtrusive dove bears an olive branch. Bas-relief by Osborne Wells. City Hall is in background of picture.
