Pemiscot County Court House. The county of permiscot, Missouri was established in 1851. Caruthersville is the county seat and principal trade center of this rich delta area of the "bootheel" portion of Missouri. This progressive city became the county seat in 1898 and the present courthouse, on ward Avenue, was constructed in 1927.
